The Demise of the 28-Clause Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the crisis triggered by the introduction of a new comprehensive peace framework for resolving the conflict appeared – momentarily – to have been contained. A Washington representative spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its response: another massive barrage of missile and drone strikes on Kyiv.

The Pattern of Negotiation and Warfare

The sequence of conflicting incidents captured the grim essence of the current period. By day, political struggles are fought: hopeful statements are released from different nations. Considerable effort is expended on containing particular approaches. By night, the Kremlin forcefully demonstrates the world that, for them, military action persists as the primary tool for achieving "peace".

After-Dark Attacks

As the offensive developed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was revealed. Ukraine is capable of detecting rocket firings from across the border, a capability enabled by up-to-date information. From vantage locations, military aircraft that had been deployed to intercept incoming guided weapons flew past – modern combat jets supplied to Ukraine by NATO members.

Soon thereafter, Kyiv's anti-aircraft weapons thundered: several firings fired to intercept a incoming threat. This was a modern interception technology at work, probably delivered by allied countries. Every firing jolts you unexpectedly, rattling buildings. The instant of fear quickly gives way to sober acceptance: possibly the approaching threat won't hit its mark this time, preventing destruction from catastrophe and further power outages.

Persistent Threats

Soon after, a large-caliber weapon engaged a drone somewhere nearby, part of a defensive team – most likely imported technology. Regrettably, the projectiles didn't strike the hostile drone – it pressed on overhead toward its objective.

Intermittently, this persisted until dawn. Kyiv awoke to the daybreak reports: multiple fatalities, devastation and infrastructure problems in numerous residences as a result of the nocturnal offensive. As customarily, everyone still continued their routines – experiencing conflict. But those full day demonstrated Ukraine's essential dependence on external assistance – a need that regional partners are clearly incapable to substitute in the immediate future.

Failed Diplomacy

The detailed framework from American leadership generated strong feelings, debate and profound anxiety – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and multilateral gatherings.

Every new initiative from American administration adheres to the same pattern: a negotiation push against Ukraine, which Kyiv, with other European capitals, manages to fend off. They stabilise the situation but never actually secure success. This trend will, certainly, endure.

Strategic Calculations

It is convenient to criticize certain parties of consistently pushing Russian terms. But that does not seem to be the entire situation. American leadership works based on a premise well known to experienced diplomats: you cannot achieve through diplomacy what you have lost on the battlefield. The White House presumes that it is unfeasible to force Russia to surrender the areas that it presently holds in Ukraine's southern or eastern regions.

The issue is that while acknowledging this situation, Washington does nothing to deter Moscow, through words or deeds, from assuming that the situation will not change more in its benefit in the coming year.

Divergent Views

Therefore, the Kremlin is certain that duration works to their advantage – that Ukraine and its allies are approaching exhaustion. Their reason to sign a deal that does not give them the largest achievable advantage is virtually nonexistent. There may be many attempts to achieve ceasefire, but they will persist as long as Russia's leadership remains highly assured in the conclusion.

On the contrary, Kyiv believes that Ukraine can still endure, progressively conceding lives and land but avoiding a total frontline collapse until conditions improve in its benefit.

Current Realities

Factually, there are no actual prerequisites for a truce. Now, individual motivations are becoming relevant: personal goals to negotiate peace and secure international recognition, and Kyiv's twin challenges – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the country's interests against any plan Kyiv finds unsuitable, so that their attention does not switch to internal issues. And although their objective will now be significantly challenging after current events, it remains very improbable that this will modify their basic position.

These two forces are influencing discussions.

Conclusion and Outlook

It took a only one week to kill the proposed articles of the most recent proposal. Forceful and unpredictable management of the matter by US administration, resistance by Ukraine and the remaining European nations, along with calming attempts of representatives, and finally, recent disclosures, all served their function.

While new initiatives based on old ideas are imminent, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to counter political attacks from Washington that are based on Russian demands and demonstrate certain reluctance to change the course of events, if they stand together and improve their protective measures at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the foreseeable future, mainly require sustained allied backing.
